Company History
Engineering Service Associates, Inc. ("ESA") is a full
service consulting engineering firm with its corporate office located in Birmingham, Alabama. Founded in
1976, ESA has provided professional engineering services to clients throughout the country for over three decades.
Over the years, ESA's professional engineering team
has designed many water and wastewater pumping stations, sewer lines sized up to 144" in diameter, and
water and wastewater treatment plants sized up to 80 million
gallons a day. All of these projects have required permit applications with agencies such as ADEM, EPA,
USACOE, ALDOT, the United States Coast
Guard, Railroad Companies or other local agencies. ESA's construction management team has successfully
completed construction observation and start up for many of
these projects.
For over ten (10) years, our firm served as project
coordinator for the Infiltration/Inflow (I/I) Sewer Rehabilitation Consent Decree project for a large County
Government in Alabama. The project involved updating and expanding
nine (9) wastewater treatment plants along with the rehabilitation of the pump stations and sewer lines serving
those plants. All project related submittals were
prepared and submitted to the required regulatory agencies on time throughout the entire
project.
As project coordinator for the Consent
Decree program, we also assisted the County with Right-of-Way and land acquisition for its sewer projects,
which at times required the acquisition of 1,800 parcels per
year to meet the Consent Decree schedule. Our Right-of-Way staff has been highly successful with negotiating
and resolving issues concerning essential right-of-way
procurement.
Our Asset Management division has the ability to combine
custom software and database development with GIS/GPS data to create complete Asset Management
Systems. This value added technology has a proven history of creating
'efficiency income' by saving time in employee work flows with custom document retrieval tools, in addition to
facilitating inter-departmental communications.
ESA's civil division has designed and provided constrution
management for many road projects ranging in size from small neighborhood streets to large parkways and
industrial park access roads. Many of these projects required very
short completion times and were designed to meet ALDOT guidelines. Our civil division has also designed
numerous storm drainage systems such as culverts, storm sewers and
storm water detention ponds to prevent or resolve drainage issues.
Our solid waste division recently developed solid waste
plans for 37 counties in the Southeast and has designed ten (10) regional subtitle D solid waste facilities and
associated leachate collection systems in Mississippi and Alabama,
six (6) C/D landfills or cell additions, three (3) transfer stations, one of which is among the largest transfer
stations in the southeast, and numerous landfill closures.
ESA engineers, management personnel, and staff can also provide professional services related to landfill permit
applications, construction certification, construction inspection
and management, and closure activities.
ESA's gas division has designed over 700,000 L.F. of gas
lines, successfully completing projects as far away as Weirton, West Virginia, Buffalo, New York and Kansas
City, Kansas.
ESA has a successful history of understanding and completing
unusual design assignments with a first-of-a-kind nature. The unique demands of these projects have led to a
policy of extensive Owner/Agency communication and cooperation in
order to accomplish project objectives. Innovations such as concurrent design/review and critical path project
management methods are employed to further enhance our
productivity and performance
ESA is also very sensitive to the concept of cost control
since we understand the needs of municipalities, County governments, and utility systems. We believe that
breaking down projects into smaller, more manageable tasks allows
us to insure timely performance while producing a well-conceived system designed to meet the project
requirements.
